FTC Launches Second-Phase Verification and Refund Program for Victims of Cryptocurrency Fraud

The Federal Trade Commission (FTC), in coordination with federal enforcement agencies, has initiated the second phase of identity verification and fund disbursement for individuals affected by cryptocurrency-related fraud.

In response to a surge of fraud complaints involving cryptocurrency transactions—particularly those linked to deceptive online investment platforms—the FTC has received and reviewed thousands of victim submissions since early 2023. To address these cases, the Commission has partnered with the Department of Justice (DOJ), the IRS Criminal Investigation (IRS-CI) unit, and the Digital Asset Coordination Unit to trace unauthorized transfers, analyze blockchain transactions, and identify verified losses.

Multiple wallet addresses across Bitcoin (BTC), Ethereum (ETH), and other decentralized networks have been positively linked to fraudulent activity. With the assistance of law enforcement and several global digital asset exchanges, investigators have conducted on-chain forensic reviews, confirmed wallet ownership, and validated the identities of eligible victims.

Recovered funds—including seized wallet balances and platform-held digital assets—have been legally reclaimed and deposited into a Treasury-authorized refund account pending distribution.

The first phase of disbursements commenced in May 2024, during which over $1.558 million was refunded. In the current stage, an estimated 800+ verified refund cases are being processed, with the total compensation projected to exceed $9.8 million.
